Planning the Neighbourhood Preparedness Day, Station by Station
An emergency preparedness day in Singapore is a half day open event held in a housing estate, on a field, in a community club or under a void deck, at which residents get their hands on the skills that matter in the first few minutes of an emergency: chest compressions on a manikin, a defibrillator trainer, a fire extinguisher discharged at a controlled prop, improvised first aid with whatever is in a handbag, and a briefing on what the national warning sirens mean and where the nearest public shelter is. The stations are run by civil defence instructors and by trained resident volunteers from the estate's own emergency response team. Nobody pays to attend. The event is organised jointly by a land Division of the civil defence force, the People's Association, and the Community Emergency and Engagement Committee that covers your constituency, with a residents' committee or a citizens' consultative committee doing the local work.
You will see it under several names. The older and still commonest name on the ground is Emergency Preparedness Day, often shortened to EP Day. The civil defence force currently calls its own version a Community Resilience Day. Some constituencies run it as a Safety and Security Day with police participation, and the counter terrorism version that arrived in the second half of the twenty tens has been folded in under the national security movement's neighbourhood branding. The name on your banner matters far less than the three numbers that decide whether the day works, and this article is about those numbers.
This is a planning document, not a case for the event. It assumes somebody has already decided the estate is having one and has handed you the file. What follows is how to get the agencies to come, how many residents can physically touch anything in four hours, how to lay out a field so people flow instead of clumping, how many volunteers you need and in which jobs, what to do about the children who will occupy every station you own, and what to do when it rains, which in this country is not a contingency but a scheduled probability.
The half day you have actually been handed
Strip away the banner and the opening remarks and an emergency preparedness day is a queueing system with a fixed closing time. That single sentence should govern every decision you make.
Residents arrive over a window of roughly two hours, peak in the middle of it, and leave when they are bored or wet or hungry or the child has had enough. In between they stand in lines. Every station is a service point with a rate, and the field has a finite number of service points because the civil defence Division has a finite number of manikins, extinguisher props and instructors, and because your estate has a finite number of volunteers who will give up a Saturday. The event's real output is not attendance. It is the number of residents who leave having physically done something with their hands, because a resident who watched a demonstration has been entertained and a resident who was corrected mid attempt by an instructor has been changed.
That distinction is the reason the throughput arithmetic is the centre of this article and not an appendix to it. Two committees can run events with identical attendance figures, identical budgets and identical photographs, and one of them will have put two hundred and thirty pairs of hands on a manikin while the other put sixty. The difference will have been decided weeks earlier, on paper, by how many sets of equipment were requested and how the stations were laid out. It will not have been decided by enthusiasm on the day.
A note on scale before the numbers start. A precinct level event serving a few blocks will draw something on the order of two hundred to four hundred residents across the morning. A constituency level event on a field, with an opening ceremony and a member of parliament, will draw more, sometimes several hundred more, and it will draw them in a sharper spike because everyone arrives for the opening. Those two events need different plans. The precinct event can be nearly all hands-on. The constituency event cannot, and pretending otherwise produces a field of angry queues.
Who owns this event, and the three doors you can knock on
Before you plan anything, work out who is actually convening the day, because in Singapore the answer is usually a partnership rather than a single body and you can waste a month talking to the wrong half of it.
The constituency's emergency and engagement committee is the front door for the preparedness agenda in your area. It is the grassroots body carrying this portfolio, holding the relationship with the civil defence Division and the police, and working to a calendar of events it is already obliged to deliver. If your estate's day happens at all, it very probably happens under that umbrella or beside it. Staff at the community club will tell you who chairs it, and a single conversation there saves weeks.
The civil defence land Division covering your address is the body that supplies the training content and the people who deliver it. The force is organised into four land Divisions, each with a community engagement branch, and that branch is the unit that actually rosters officers, full time national servicemen and equipment to community events. You do not usually approach them cold as a residents' committee. You approach through the grassroots structure, and the Division's community engagement officers work the request into a Division level calendar that has to cover every constituency in their area.
Your own residents' committee or citizens' consultative committee is the body that owns the ground, the budget line, the volunteers, the tentage and the residents' contact list. This is where you sit, and it is where the parts of the event that fail usually fail, because the agency half of the event is professionally delivered and the local half is delivered by people with day jobs.
There is a fourth participant worth naming even though it is not an organiser. The estate's own emergency response team, the standing volunteer group of residents trained in resuscitation, defibrillator use, first aid and elementary firefighting, is the group that staffs stations alongside the officers. If your constituency has an active one, it is your single most valuable asset for the day, and if it does not, the day is also the obvious occasion to start building one. Lead time, and what a late request actually costs you
Committees consistently underestimate this, and the underestimate is the commonest structural failure in the whole exercise.
There is no published national figure for how far ahead a grassroots committee must submit a request, and you should be suspicious of anyone who quotes one, because the answer varies by Division, by season and by how many constituencies are asking at once. What you can reason about is the mechanism, and the mechanism is unambiguous. Each Division holds a limited stock of resuscitation manikins, defibrillator trainers and extinguisher props, and a limited roster of officers and servicemen who can be released to community duty. Those resources are allocated across an entire Division's worth of constituencies. Weekend mornings between late morning and early afternoon are the contested slots, and the run of weekends either side of a national campaign period or a major public holiday is contested harder. A request that arrives while a quarter's calendar is still open gets considered on its merits. A request that arrives after it has closed gets fitted into whatever is left.
So plan in months, not weeks, and treat the following sequence as the honest order of operations.
Fix the date before you fix anything else, and fix it with the agencies rather than for them. The single most useful thing you can do at the first meeting is to bring three candidate dates rather than one. A committee that offers a Division a choice of three Saturdays gets a better allocation than a committee that insists on one.
Book the venue in parallel, not afterwards. A field, a hard court, a community club multi purpose hall or an open car park deck all have their own booking authority and their own lead times, and the town council or the managing agent is a separate conversation again. Holding a provisional venue while the agency date firms up costs you nothing and holding neither costs you the event.
Submit the equipment request as a list of sets, not as a wish. Ask for a number of resuscitation manikins, a number of defibrillator trainers, a number of extinguisher props and a number of instructors, and say what attendance you expect. A specific, justified request is easier to fill than a general one, and it also forces your own committee to do the throughput arithmetic in the next section before the request is sent rather than after.
Assume nothing is confirmed until it is confirmed in writing, and build your publicity around what is confirmed. This is the practical reason not to print posters early. A poster that promises a live extinguisher station is a promise your committee cannot keep on its own.
What happens if the request is late is not that the agencies refuse you. It is subtler and worse. You get a reduced package. You get officers and brochures and a talk and perhaps a fire engine parked for photographs, and you do not get the manikin sets or the extinguisher props, because those were allocated three months ago to a constituency that asked in time. The event still happens. The banner still goes up. The attendance figure is still respectable. And the number of residents who put their hands on anything falls to near zero, which means the day has produced photographs and nothing else. A late request does not cancel your event. It hollows it out, and the hollowing is invisible in every metric your committee is likely to report.
What arrives with the agencies, and what you have to find yourself
Split this into two columns early and circulate it, because the assumption gap between what a committee thinks is coming and what is actually coming is where the morning falls apart.
The agencies typically bring the training capability. That means the instructors, the resuscitation manikins and the defibrillator trainers, the extinguisher props and the fuel or gas arrangement that makes a controlled live discharge possible, the improvised first aid teaching materials, the fire safety content, the briefing on what the public warning sirens mean and where the nearest civil defence public shelters are, and in many cases a vehicle and crew for a static display. On the security side, if the police are participating, they bring their own crime prevention and security awareness content and their own officers. The counter terrorism response briefing, where it is included, comes with its own material.
Your committee brings everything that is not training. Tentage and the weights or ballast to hold it in a gust. Tables and chairs, and more tables than you think, because every station needs a surface for its own kit and a separate surface for the queue to put bags on. A public address system with enough coverage to be heard at the far end of the field and enough restraint not to deafen the quiet stations, which is a real tension addressed later. Power, which means knowing where the supply point is, how many circuits you have, what the load is and where every cable will be run and taped. Water and ice, and cups. Bins, and the arrangement for clearing them mid event rather than at the end. Barriers and tape for queue lanes. Signage. A first aid post, which is a real one for real injuries and is not the same thing as the first aid training station, a distinction addressed in its own right below. Toilets, or a clear route to them. And the volunteers, who are the subject of a later section and the hardest thing on this list to obtain.
One item is unconditional and it is the safety line that governs the whole day. Anything involving live fire, fuel, gas or a discharged extinguisher is operated by the agency and only by the agency. The committee does not source extinguisher props. The committee does not buy fire extinguishers to let residents try. The committee does not set up its own burn pan, its own tray, its own gas feed or its own improvised demonstration of any kind, whatever a helpful resident with industrial experience suggests. Your committee's relationship to the fire station on the field is to provide the cordon, the marshals and the space, and nothing else. The same principle governs the skill stations: the instruction is delivered by the qualified instructors at the station, and no volunteer, and no article including this one, teaches resuscitation, first aid or firefighting technique. If a resident wants to learn properly, the answer is the certified course, and your sign-up table exists partly to tell them where it is.
Throughput is the design: cycle time, sets and instructors
Here is the centrepiece. Every hands-on station has three numbers, and those three numbers, multiplied out against the clock, tell you exactly how many residents can touch that station in a morning. Everything else on your planning sheet is decoration by comparison.
Cycle time is how long one resident occupies one set of equipment from the moment they step up to the moment the next person can step up. It includes the instructor's short brief, the resident's attempt, the correction, and the reset or wipe down. It is always longer than the committee guesses, because the committee times the attempt and forgets the other three parts.
Sets is how many parallel copies of the equipment exist. Six manikins is six service points. One extinguisher prop is one service point regardless of how many people are standing around it.
Instructors is the constraint people forget. Equipment without an instructor is not a service point, it is a prop. If six manikins are supervised by two instructors, the instructors cannot correct six people at once, so the effective cycle time stretches and the station delivers less than its equipment count suggests. A rough working ratio, and this is a planning estimate rather than a published standard, is that one instructor can genuinely coach two to three residents at a time on a skill that needs correction, and rather more on a skill that only needs demonstrating.
The fourth number is not a station property but a clock property. A four hour event does not have two hundred and forty minutes of service. Subtract the opening ceremony, during which every station is effectively shut because the crowd is facing a stage. Subtract instructor breaks, equipment resets, the refill or recharge cycle on anything consumable, and the fifteen minutes at the end when the stations begin packing before the advertised closing time because nobody is coming. A realistic figure for a four hour event with a twenty minute opening is around two hundred minutes of live service per station, and a cautious planner uses one hundred and eighty.
The formula, then, is simple enough to do on the back of the agenda.
Residents served at a station equals service minutes, divided by cycle time, multiplied by the number of sets, multiplied by a utilisation factor.
The utilisation factor is the one committees leave out and it is the one that decides the answer. No station runs at full capacity for a full morning, because arrivals are lumpy. There are periods where the queue is empty and the instructors are standing around, and periods where thirty people want in at once, and the empty periods do not bank capacity for the busy ones. A utilisation factor of around seventy per cent is a reasonable planning assumption for a well marshalled station in the middle of the day, and it drops to fifty per cent or below for a station that is badly positioned, poorly signed, or sitting in the sun at the far corner of the field.
The numbers worked, station by station, for one real morning
Take a concrete event so the arithmetic is not abstract. A constituency level preparedness day on a field, four hours, from half past eight in the morning to half past twelve, with a twenty minute opening ceremony at nine. Expected attendance, based on the last comparable event in the estate, is five hundred residents. The stations below are the usual set. Every cycle time is a planning estimate derived from watching how long these things take, not a published figure, and your first duty after reading this section is to time your own stations at the event and write the real numbers down for next year.
Resuscitation and defibrillator station. Cycle time estimate: four minutes. That is roughly forty seconds of brief, two minutes of attempt with correction, and a little over a minute of changeover and wiping down the manikin. Sets: six manikins and three defibrillator trainers. Instructors: three, plus two resident volunteers from the response team. Service minutes: two hundred. Capacity at full load: two hundred divided by four, times six, which is three hundred. At seventy per cent utilisation: two hundred and ten residents. That is the biggest number on the field and it should be, because this is the skill most worth spreading.
Extinguisher station with a live prop. Cycle time estimate: two minutes and thirty seconds per resident, including the safety brief, the approach, the discharge and the reset of the prop. Sets: one prop line, because that is typically what a Division sends. Instructors: two agency personnel, who operate everything. Service minutes: one hundred and eighty, because this station loses more time to resets and to the periodic pause while units are recharged or exchanged. Capacity at full load: seventy two. At eighty per cent utilisation, since this station is never short of demand: fifty eight residents.
Read those two numbers next to each other and you have found the shape of your morning. Five hundred people are coming. The extinguisher station, which is the single most attractive thing on the field and the one every child will point at, can serve under sixty of them. That is not a failure of planning, it is the physics of one prop and a safety brief, and no amount of enthusiasm changes it. What planning can change is how you handle the other four hundred and forty, and the answer is either to request a second prop line at the point where you submit the equipment request, months earlier, or to design the queue so that the disappointment is managed honestly rather than discovered at the front of a forty minute line.
Improvised first aid station. Cycle time estimate: five minutes, because this station involves handling materials and working through a short scenario rather than a single repeated action. Sets: four working stations. Instructors: two, which is thin, and the practical effect of thinness here is that cycle time stretches towards six minutes when all four are occupied. Service minutes: two hundred. Capacity at full load with a six minute effective cycle: one hundred and thirty three. At seventy per cent: ninety three residents.
Evacuation and in place protection walkthrough. This is a batch station rather than a single service point, and batch stations are the underrated fix for a throughput problem. A group of fifteen residents is taken through a scenario together for eight minutes. Cycle time: eight minutes per batch plus two minutes to assemble the next batch, so ten. Service minutes: two hundred. Capacity: twenty batches of fifteen, which is three hundred, though batches are rarely full and a realistic figure is around two hundred.
Public warning system and shelter briefing. Also a batch station, and the cheapest capacity you will ever buy. A twelve minute briefing to a seated group of thirty, running on the half hour, serves a great many people with one officer and a set of chairs. Six sessions across the morning at an average of twenty two attending is a hundred and thirty residents, using one person and no equipment. Committees under use this and then complain that their hands-on stations are jammed.
Application registration and information table. Transactional rather than instructional. Cycle time: three minutes per household to install the responder application, register the resident as a community first responder and show them how the nearest defibrillator is located in it. Sets: limited only by staff and by how many people can stand at a table, so call it four positions. Service minutes: two hundred and twenty, because this table opens before the ceremony and closes last. Capacity at full load: two hundred and ninety three. At sixty per cent: one hundred and seventy five registrations. This is the highest value number on the sheet per dollar spent, because it costs a table and four volunteers and it leaves the resident with something live on their phone.
Add the hands-on numbers together and the picture is clear. Against five hundred attendees you have roughly two hundred and ten resuscitation attempts, fifty eight extinguisher discharges, ninety three first aid participants, two hundred walkthrough places, a hundred and thirty briefing seats and a hundred and seventy five registrations. Residents pass through more than one station, so these do not sum to distinct people. What they tell you is the shape of the constraint: your field can deliver a meaningful hands-on experience to somewhere between two hundred and three hundred individuals, and everybody beyond that number is a spectator unless you change the inputs.
There are exactly four ways to change them, and it is worth knowing all four because committees usually reach for the wrong one.
Request more sets. This is the highest leverage move and it is only available months in advance, which is why the lead time section comes before this one.
Shorten cycle time. Modest gains, and dangerous if pursued by rushing instruction. The safe version is removing dead time: a marshal who has the next resident standing ready, a second wipe down cloth, a bag rest so people are not juggling belongings, a clear instruction given to the queue rather than repeated individually to each person at the front.
Add instructors so that the sets you have are actually usable. Often the cheapest real gain. Trained residents from the response team can hold the queue, brief the group and handle the reset while the qualified instructor concentrates on correction.
Convert single point stations into batch stations wherever the skill allows. Not everything can be taught to fifteen people at once, but evacuation, warning signals, shelter location, home fire safety and scam awareness all can, and moving those onto chairs frees your scarce individual service points for the skills that genuinely need one pair of hands at a time.
What a nine minute queue does to a family with two children
The capacity numbers above assume people are willing to wait. They are not, and the tolerance is much lower than committees believe.
Think about the specific group you most want to reach, because they are also the group with the least patience: two adults and two children under ten, out in the sun on a Saturday morning, one child holding a drink, the other wanting the fire engine. Their tolerance for a visible queue is short. Watch a few of these events and a rough pattern emerges, and again this is observation offered as a planning estimate rather than as a measured statistic: a family will join a queue of two or three minutes without thinking, will weigh a queue of five or six, and will walk away from anything that looks like ten unless the station is the one thing the child came for. The judgement is made from the back of the line, from the length of the line rather than from any knowledge of the cycle time, which is why a station with a fast cycle and a long visible line loses people it could have served.
The consequence is that your effective capacity is not the capacity you calculated. It is the smaller of the calculated capacity and the number of people willing to wait for it. A station whose arrival rate exceeds its service rate does not simply build a longer and longer queue. It builds a queue up to the tolerance threshold and then sheds every additional arrival, permanently, because a family that walked away from the resuscitation station at ten in the morning does not come back at noon. They have gone home.
Four things fix this, and none of them require more equipment.
Post the wait, honestly. A marshal with a small whiteboard at the back of the queue writing the current estimated wait, updated every ten minutes, changes behaviour dramatically. A resident who knows it is eight minutes will often wait eight minutes. A resident staring at an unexplained line assumes twenty five and leaves. Honesty here also protects you at the extinguisher station, where the correct message by half past eleven may be that the queue is closed, which is far better received when it has been visibly counting down all morning than when it is announced to people who have already queued.
Give the queue a timed ticket rather than a place in a line. For the highest demand station, hand out slot tickets with a time on them. The family takes a ticket for ten fifteen, goes and does three other stations, and comes back. This converts your worst bottleneck from a reason to leave into a reason to stay, and it costs a roll of numbered tickets.
Make the queue itself do work. Fifteen people standing in line are fifteen people with nothing to do and a volunteer standing next to them. That is the moment to deliver the short briefing that would otherwise need its own station: what the warning signals mean, where the shelter is, what to do before help arrives. Done well the queue becomes a batch station, and the wait stops feeling like a wait.
Split the child queue from the adult queue. Covered properly below, because it is the single highest return layout decision after the sign-up table.
One further point that committees find counterintuitive. It is better to run five stations with short queues than eight stations with long ones. If your volunteer count or your instructor count cannot marshal eight stations properly, close one and redeploy its people. An under marshalled station is worse than no station, because it consumes attendees' time and goodwill and returns a poor experience.
Laying out the ground: noise at one end, hands at the other
Now the floor plan, which is where the arithmetic meets the physical estate. The governing principle is that an event site has an acoustic problem and a flow problem, and they pull in opposite directions.
The acoustic problem. Some parts of the day are loud by nature. The stage and the public address system, the opening remarks, the emcee, the simulated response demonstration with vehicles and sirens, the fire engine with its pump running, the extinguisher station with its safety shouts. Other parts require a resident to hear an instructor speaking at conversational volume while concentrating on something unfamiliar: the resuscitation station above all, where the instructor is counting and correcting, the first aid station, the shelter briefing with its seated audience, and your sign-up table where a two minute conversation decides whether somebody joins anything.
Put the loud things at one end and the quiet things at the other, with distance and, if the site allows, a physical mass between them: a block, a row of tentage, a hedge, a change of level. A car park deck or a hard court between two blocks will carry sound between the blocks in ways an open field does not, so on a hard surface with facades on two sides, assume everything is louder than it is and increase the separation. If the public address system is audible at the resuscitation station at a volume that makes an instructor repeat themselves, you have lost capacity at your highest capacity station, and you have lost it silently.
The flow problem. People clump. Left alone, a crowd forms a dense blob near the entrance and the stage and a thin scattering everywhere else, and the stations at the far end run at half utilisation while the near ones jam. The fix is a route rather than a field of booths.
Lay the site out as a loop with one entrance and one exit, ideally adjacent but not identical, so that arriving and departing streams do not cross. Run the loop in one direction and mark it. Put the registration and welcome point at the entrance, where it belongs, and then order the stations along the loop deliberately rather than by which agency arrived first.
A sequence that works, and the reasoning matters more than the order itself:
Entrance and welcome, with the activity card handed out here. Then a low commitment opener with high capacity and no queue, such as the home fire safety table or the scam awareness table, so that nobody's first experience of the event is standing still. Then the batch stations, the evacuation walkthrough and the warning and shelter briefing, which absorb large numbers and buy time for the hands-on stations to clear. Then the hands-on cluster: first aid, then resuscitation and defibrillator, which is the heart of the day and needs the quietest, most comfortable ground on the site. Then the sign-up table, positioned as described in the next section. Then the loud end: the extinguisher station, the vehicle display, the demonstration area. Then the exit, past refreshments.
Four practical rules on top of the sequence.
Queue lanes run along the loop, not across it, so a long line never blocks the path of people trying to get past it. This is the commonest physical mistake on a field and it converts one congested station into a congested event.
Every station needs a footprint three times its equipment. Room for the equipment, room for the queue, and room for the family standing to one side while one member participates. Committees allocate the first and forget the other two, and then the stations bleed into each other.
Shade on the hands-on stations first. If tentage is limited, the resuscitation station gets it, then the first aid station, then the queue for the extinguisher prop. The stage does not need it, and a covered stage with residents standing in the sun is a legible statement about whose comfort was prioritised.
Keep a clear lane for real emergencies. Not everything that happens at the event is training. A vehicle needs to be able to reach any part of the site, and the real first aid post needs to be reachable from everywhere, signed, and staffed by somebody who is not busy instructing. This is worth repeating because it is genuinely confusing on the ground: the first aid training station is a teaching station, and the first aid post is where somebody who has actually fainted in the heat is taken. They should be in different places and the post should not be inside a queue.
The sign-up table, and why its position is the biggest call you make
Of every decision on the layout sheet, where you put the sign-up table matters most, and almost every committee gets it wrong in one of two directions.
The first wrong answer is the entrance. Putting the sign-up table at registration feels efficient because everybody passes it. It fails because at the entrance the resident has done nothing, felt nothing and learned nothing. They have no reason to join, they are impatient to get in, they have a child pulling their arm, and they will take a flyer to be polite. A table at the entrance collects paper, not people.
The second wrong answer is the exit. This one is more seductive because it seems to follow the logic of the day: let them experience everything and then ask on the way out. It fails for a different reason. By the exit the resident has already mentally left. They are carrying a wet child, a goodie bag and a half finished drink, they are thinking about lunch, and the emotional peak of the morning is fifteen minutes and four stations behind them. The ask arrives after the feeling has cooled.
The right answer is neither end. The sign-up table goes immediately downstream of the highest competence station on the field, which in practice means three or four steps from where residents step away from the resuscitation manikins, in the direction they are already walking, on the loop rather than off it. The resident who has just been coached through chest compressions by a neighbour and told they did it well is, for the next sixty seconds and not much longer, a person who feels capable and is receptive to being asked. Put the table anywhere else and you have thrown that minute away.
The physical detail matters as much as the position.
The table sits in the flow, not behind it. A resident should be able to stop without stepping out of the path and without feeling they have committed to a sales conversation by approaching.
It is staffed by people who were at the station, or who are visibly part of the same group. Somebody who has just watched you attempt something is not a stranger.
It has the zero commitment option on it and offers that first. Installing the responder application and registering as a community first responder takes a couple of minutes, requires no training, needs no meeting and finishes on the spot with something live on the resident's phone. Offer that before you offer anything with a date attached, because a completed small action beats an uncompleted large one every time.
It has the real dates for the real courses written on a board, not promised. Resuscitation and defibrillator certification, standard first aid, and the civil defence responder programme, whose short self paced online portion is followed by hands-on instruction at a Division headquarters lasting an afternoon. Anyone ready to commit should leave holding a date, a venue and a name.
It has one named person who owns the sheet at the end of the day. Not the committee. A person, by name, who takes it home and calls. That this is the step that most often fails is established elsewhere in this hub and does not need re-arguing here; what belongs on your layout sheet is simply the instruction that the name goes on the plan before the day, not afterwards.
One last point, and it is the reason this whole section exists. Your job as the person drawing the site plan is narrower and entirely physical: make sure the ask happens in the right place, at the right moment, by the right person, with a table to lean on. Layout cannot create the conversion. Layout can absolutely prevent it.
The manpower plan, counted in bodies rather than goodwill
Committees plan equipment and hope about people. Reverse it.
A station based event needs volunteers in three layers, and the numbers below are planning estimates for an event of around five hundred expected attendees. Scale them down for a precinct event but do not scale the fixed posts to zero, because a small event still needs one person in charge and one person at the sign-up table.
Layer one: the fixed posts. One event coordinator who is not running a station and not holding a microphone, whose entire job is to walk the site and fix things. One deputy who can take over when the coordinator is pulled into a conversation with somebody important, which will happen. One person on the public address system and the running order. One person on the real first aid post. One person on power, cables and anything electrical. One person on the equipment inventory, which means knowing what arrived, what is out on the field and what has to go back on the lorry. That is six people who are not serving residents, and every one of them is necessary.
Layer two: the station crews. For each hands-on station, budget one marshal for the queue and one runner for supplies and resets, over and above the agency instructors. For each batch station, one person to assemble and seat the batch. For the sign-up table, two people minimum and three at the peak, because a single person at that table means a resident waiting to be asked, which is an absurd thing to let happen. For the activity card and children's programme, two. A six station field therefore needs somewhere between twelve and sixteen local volunteers in station roles, before you count anybody who directs traffic.
Layer three: the floating and shift capacity. People need to eat, use the toilet and sit down. A volunteer rostered for a four hour event without a break will be useless from hour three. Build two shifts with an overlap in the middle, or a float pool of three or four who rotate people out. A rough overall ratio worth planning against, again as an estimate rather than a rule, is one local volunteer for every twenty five to thirty expected attendees, plus the fixed posts. For five hundred attendees that is around twenty volunteers plus six, which sounds like a lot until you consider that most of them are standing at a queue lane with a whiteboard rather than doing anything technical.
The jobs that are always, predictably under staffed are the same five at every event.
Queue marshals. Unglamorous, low status, and the single highest impact volunteer role on the field, because a marshal converts a dysfunctional line into a functioning one and because the marshal is the person who posts the honest wait time. Committees assign their best people to hospitality and their weakest to the queue, and it should be the other way round.
The sign-up table. Everyone wants to be near the fire engine. Staff this table with your most sociable volunteers, tell them explicitly that this is the most important position on the site, and give them chairs.
The follow up caller. Not a job on the day at all, which is exactly why it goes unfilled. Name this person before the event and tell them what they are taking home.
Teardown. At half past twelve a remarkable number of volunteers discover prior commitments. Barriers, tables, tentage, cables, rubbish and the walk round the site checking for anything left behind all have to happen, and the agencies will pack their own equipment but not your tentage. Roster teardown as a named shift with its own people who arrive at noon fresh, rather than assuming the morning crew will do it.
The counter. One person whose only job is to count, at each station, using a tally or a clicker, how many residents actually participated. Without this you will report attendance and learn nothing. With it you will have real cycle times and real capacities for next year, which is how a committee stops guessing.
Designing for the children, because they bring the adult you need
Children are not a nuisance at a preparedness day. They are the reason most families came, and the adult standing behind them holding the water bottle is the person the event most needs to reach. Plan around that rather than against it.
Three facts about children at these events are worth stating plainly.
They occupy stations for longer than adults. A child at a manikin takes longer to brief, longer to attempt, and much longer to persuade to stop. If your cycle time estimate was built on adults, a station with a heavy child share will run slower than your sheet says.
They queue differently. They will wait for the thing they want far longer than an adult will, and they will not wait at all for anything else. This means children concentrate demand: the extinguisher station and the fire engine take an enormous share of the child traffic and the shelter briefing takes almost none.
They are the most effective recruitment device on the field, in one specific direction. A child who has done something and been praised for it will tell a parent about it for the rest of the day. That is not conversion in itself, but it puts the adult in a receptive frame at exactly the moment you want them at your sign-up table.
The design moves follow directly.
Run a child lane at the busiest hands-on stations. A separate short lane with its own set, its own instructor time and, critically, its own tolerance for a slow cycle. This stops children from throttling the adult throughput and it stops adults from feeling they are competing with a queue of eight year olds. At the resuscitation station, ask the Division whether child appropriate manikins are available so the lane is genuinely usable.
Use an activity card. A card handed out at the entrance with a box for each station, stamped or signed when the child has done that station, and a small reward at the exit for a completed card. This one device does four things at once. It routes children around the loop instead of letting them camp at the fire engine. It pulls families to the far end of the site. It gives the quiet stations a reason to exist in a child's mind. And it produces a completed card at the exit, which is a countable measure of how many families did the full circuit.
Design the parent's idle minutes. This is the part most committees miss entirely. While a child is in a queue or at a station, the accompanying adult has four to eight minutes of standing still with nothing to do, next to a volunteer, in a good mood. That is the most valuable unclaimed resource on the site. Put a volunteer in the child lane whose job is to talk to the parents rather than to manage the children. Not a pitch. A conversation, which ends with the concrete thing: the application on the phone, or the date of the course, or the name of the person to ask for.
Do not build a separate children's corner disconnected from the event. A bouncy castle at the edge of the field is a child park, and it removes exactly the families you wanted, because one parent stays with the children and the other wanders off alone. Keep children inside the loop and inside the stations. The event's content is genuinely interesting to a child; a fire extinguisher and a manikin beat almost any inflatable, and a station a child has done is a story they take home.
Keep the safety line visible. Children observe the live prop from behind the cordon and do not operate it, and the cordon is marshalled by somebody whose only job is the cordon. Nobody should have to make that judgement in the moment.
Rain is a probability with a date, not a contingency
An outdoor event in Singapore held on any given Saturday morning carries a meaningful chance of heavy rain, and in the wetter months the chance is considerable. Treat the wet plan as a second full plan, not as a paragraph at the end of the run sheet.
Decide what the event becomes, not whether it happens. A cancelled preparedness day is a total loss: the Division's allocated resources are spent, your volunteers are spent, and a rescheduled date competes with a calendar that has already closed. So the wet plan is a relocation and a reduction, not a cancellation. Identify a covered venue at the point you book the field: a void deck of adequate size, a community club hall, a multi purpose hall, a covered basketball court, a sheltered car park deck. Hold it provisionally. The cost of holding it is small and the cost of not having it is the event.
Know what the rain actually removes. Live extinguisher work does not move indoors, and in most cases it does not run in heavy rain outdoors either. That is the Division's call and not yours, and your plan should assume the extinguisher station is the first thing lost. Vehicle displays are usually lost too. What survives, and survives well, is everything electrical and instructional that can sit on a dry floor: resuscitation manikins, defibrillator trainers, first aid, the warning and shelter briefing, the application registration table. In other words the wet plan keeps your two highest throughput stations and loses your most photogenic one, which is exactly the opposite of what a committee fears and worth saying out loud at the planning meeting.
Redraw the floor plan for the covered venue in advance, on paper. A void deck has pillars, a fixed footprint, service risers, and residents living directly above it. The station sequence that worked on a field will not fit. Do this drawing at the planning stage, not in the rain at seven in the morning with a lorry waiting.
Set a decision time and a decision maker. One named person, one time, typically around three hours before the first resident arrives, one message that goes out on a pre built contact tree to volunteers, agency liaison, the emcee and anyone delivering supplies. Ambiguity at this moment is what produces half the tentage at the field and half the tables at the void deck.
Plan the partial case, which is the commonest one. It does not rain all morning. It rains for forty minutes at ten o'clock. What happens then is a sudden migration of every resident on the field to whatever shelter exists, a pile of wet equipment, and a set of instructors standing over electrical training kit in the wet. Decide in advance which stations suspend and which continue, where people shelter, who covers the equipment and with what, and how the restart is announced. Have enough plastic sheeting to cover every piece of borrowed equipment within two minutes, and assign that task to named people, because equipment belonging to a national agency getting soaked on your watch is a bad afternoon.
Watch the ground, not just the sky. Tentage in a gust is the real hazard at an outdoor event, more so than the rain. Every leg weighted or pegged properly, nothing stored where a falling pole reaches it, and a rule that the tents come down if the wind gets up rather than a debate about it. Wet grass on a slope, wet tiles at a void deck edge and a trailing cable in a puddle all become slip and electrical risks the moment the rain starts, so the power run should be planned dry with rain in mind.
Do not compress the programme to catch up. After a rain break there is an overwhelming urge to shorten cycle times to serve the backlog. This is where instruction quality collapses and it is also where safety briefs get abbreviated. Better to extend by thirty minutes if the venue and the agencies allow, or to accept the lower number and record it honestly.
The run sheet, from the lorry to the last barrier
A generic shape for the morning, which you should adapt rather than copy.
The week before: confirm equipment and personnel in writing, confirm venue and power, confirm volunteer roster with named shifts, brief station marshals on their cycle time and on the whiteboard, print the activity cards, and put the follow up caller's name on the plan.
Three hours before: the wet weather decision. Site set up begins. Tentage, tables, barriers, cables, signage and the loop markings go up before anything else arrives, because equipment landing on an unmarked site produces a field laid out by whoever unloaded first.
Two hours before: agency vehicles arrive. Station leads meet their instructors, walk their footprint, agree where the queue starts and where the exit lane goes. This meeting is short and it prevents most of the day's confusion.
One hour before: volunteer briefing, all hands, ten minutes, standing. What the loop is. Where the real first aid post is. Where the toilets are. What the wet plan is. Who the coordinator is. What the sign-up table is for and why everyone should point at it. Where the cordon is and who holds it.
Opening: keep it short, and if you can, hold the opening at a point when the stations are already running so that latecomers do not arrive to a stopped field. Twenty minutes of speeches costs you roughly twenty five residents of resuscitation capacity, and that trade should at least be made knowingly.
The morning: coordinator walks the loop continuously. Counters count. Marshals post waits. The extinguisher queue gets a closing time announced well before it closes.
The last half hour: stop admitting to the longest queue first, not last. Announce the closure of the extinguisher line while people can still use the time elsewhere. Keep the sign-up table open until the final resident has left the site, because the last families out are often the ones who did the most stations.
Teardown: named shift, fresh people, agency equipment checked back against the inventory, site walked twice.
That evening: the sheet goes home with the named person. The counts go into a single note with the actual cycle times observed, which is the only document from the whole day that will be worth anything in twelve months.
Where a preparedness day quietly fails
Not the dramatic failures, which are rare. The ordinary ones, which are near universal.
The request went in late and the package shrank. Already covered, and it remains the largest single cause of a hollow event.
Nobody did the arithmetic, so the equipment request was a guess. A committee that asks for whatever was there last year and expects a larger crowd has planned a queue.
The stations were laid out by unloading order. The lorry arrives, things come off it, and the field takes the shape of the unloading. Quiet stations end up next to the public address speaker, the sign-up table ends up wherever there was a spare table, and the loop does not exist.
The sign-up table was staffed by whoever was free. Or by one person. Or by somebody who did not know what the courses were or when they ran.
Attendance was counted, participation was not. The report says six hundred residents attended. Nobody knows that only ninety of them touched anything, so next year's plan repeats this year's constraint exactly.
The sheet was not called. The one failure that is entirely inside your committee's control, and the one this hub returns to most often.
The volunteers were not fed or relieved, and by half past eleven the marshals had drifted off and the queues had stopped being managed, which is why the last hour of many events serves fewer people than the first despite the same equipment being present.
The event was treated as the end of something. This is the deepest one. A preparedness day is a front door. If there is nothing behind the door, no response team to join, no course date to attend, no patrol to walk, no person expecting a call, then the day is a well run public information exercise and the estate will need another one next year to achieve the same nothing.
Which of the three tiers this day belongs to
Tier is decided by two questions, neither of them about atmosphere. Does an identifiable set of neighbours keep encountering one another on a cycle? And is there a duty, bearing somebody's name, still in their possession afterwards?
An emergency preparedness day fails both tests on its own. It happens once. The people at it are a different crowd each time. Attending gives a resident nothing that persists past lunchtime. By the hub's own definition it is therefore not compounding, and if it were judged only on what happens on the day it would sit in the resetting tier with the annual festivals.
It is classified as recruiting, and it is the clearest case of that tier in the whole hub, for one reason: unlike almost every other large event in a Singapore estate, there is something standing behind it to join. The estate response team is a real roster with real training and real duties. The certification courses are real and subsidised and run on dates you can quote. The responder registration is real, completes in two minutes and connects the resident to a live alerting system. The day itself builds nothing, but it is attached to structures that do, and that attachment is what distinguishes it from a carnival.
The practical consequence for your committee is narrow and it is the last word on the subject here. A preparedness day is worth its budget if, and only if, somebody is standing on that field moving residents into something that recurs after it. The named jobs one morning can hand out
The hub's test for a role is whether a specific person notices if you do not appear. A single event can only partly satisfy that, since there is no next week to be absent from. But several of the jobs below carry across events and into the standing structures, and those are the ones worth handing out deliberately rather than filling at the last minute.
Station lead. Owns one station for the day: its footprint, its queue, its resets, its relationship with the instructors. Repeat this appointment at the next event and it becomes a real role.
Queue marshal with the whiteboard. Owns the wait time at one station and the honesty of the number on the board.
Activity card keeper. Runs the children's circuit, stamps the cards, hands out whatever the completed card earns.
Parent conversationalist in the child lane. An awkward title for the most useful unassigned job on the field.
Sign-up table pair. Two named people, chairs, a board with real dates, and instructions to offer the two minute option first.
The follow up caller. Takes the sheet home and calls every name inside a week, quoting a fixed date, a venue and somebody to ask for at the door.
Counter. Owns the participation figures for the event and the observed cycle times, and therefore owns next year's equipment request.
Wet plan owner. Holds the covered venue, holds the contact tree, makes the call at the decision hour.
Cordon marshal. Holds the line at the live prop, for the whole time it runs, and does nothing else.
Inventory keeper. Signs the agency equipment in and out and walks the site at the end.
Teardown lead. Arrives fresh at noon with a named crew.
Hand these out by name, in writing, at the briefing a week before. A volunteer told to help on Saturday will drift. A volunteer told they own the queue at the defibrillator station from half past eight to half past ten, with a whiteboard and a clicker, will be there.
What to measure afterwards, and what to stop counting
Attendance is the figure every committee reports and it is the least informative number you will collect. It tells you about publicity and weather. It tells you nothing about whether the morning worked.
Collect these instead, all of which are cheap.
Participation per station, counted with a clicker by the counter. This is your capacity reality check against the estimates in this article.
Observed cycle time at each hands-on station, timed three or four times across the morning and averaged roughly. Write it down. Next year's equipment request is built on this and on nothing else.
Peak observed queue length and the time it occurred, which tells you where to put your extra set or your extra marshal.
Completed activity cards, which is a proxy for how many families did the whole loop rather than the near half of it.
Registrations completed on the spot at the sign-up table, distinguished from expressions of interest, because they are different things and only one of them is finished.
Names on the sheet, and then, one week later, the number of those names that were actually contacted and the number that turned up to something. That last figure is the only number on this list that measures whether the event did what a recruiting event exists to do, and it is the one almost nobody collects.
Two things to stop counting. Photographs, which measure nothing. And the number of brochures distributed, which measures how many were printed.
Questions committees ask when planning an emergency preparedness day
What is an emergency preparedness day in Singapore?
It is a free half day community event in an estate where residents try firefighting, resuscitation, first aid and evacuation at hands-on stations run by civil defence instructors and trained resident volunteers, usually organised by grassroots committees with a civil defence land Division.

How far ahead do we have to ask?
Plan in months rather than weeks. Divisions allocate a finite stock of manikins, extinguisher props and instructors across every constituency they cover, and weekend slots fill early. Bring three candidate dates to your first meeting rather than insisting on one.
What happens if we submit the request late?
You usually still get an event, but a reduced one: officers, talks and brochures rather than manikin sets and extinguisher props. The attendance figure looks the same while the number of residents who actually touch anything collapses, which is a failure invisible in most reports.
What do the agencies bring and what must we supply?
Agencies bring instructors, resuscitation manikins, defibrillator trainers, extinguisher props and the training content. Committees supply tentage, tables, power, water, bins, barriers, signage, a real first aid post, publicity and volunteers. Anything involving live fire is operated solely by the agency.
How many residents can actually try resuscitation in four hours?
As a planning estimate, six manikins with three instructors at a four minute cycle serve roughly two hundred people across about two hundred minutes of live service. Fewer if the station is badly marshalled, poorly shaded or positioned near loudspeakers.
Why can so few people use the fire extinguisher station?
One live prop line with a safety brief, a discharge and a reset runs at roughly two and a half minutes per resident, so it serves under sixty people in a morning. The only real fix is requesting a second prop line months in advance.
How long will families queue before giving up?
Most families with young children weigh a queue at five or six minutes and abandon anything that looks like ten, judging from the line's length rather than its speed. Posting an honest wait time and issuing timed tickets keeps them.
Where should the sign-up table go?
Three or four steps downstream of the resuscitation station, in the flow, never at the entrance or the exit. Residents are receptive for about a minute after being coached successfully through a skill, and that minute is your entire opportunity.
How many volunteers does a station based event need?

How should we handle the children who dominate every station?

Can our committee run the firefighting station ourselves?

What should we measure after the event?
Count participation per station with a clicker, time the actual cycle times, note peak queue lengths, count completed sign-ups separately from expressions of interest, and record how many people on the sheet were contacted within a week. Attendance alone teaches nothing.
